Orleans Co., N.Y. - A former anti-violence activist in the Rochester area has now been indicted on murder charges in Orleans County. Joyce Powell, 47, is charged in a killing that took place in 1992. She, and Shaliq Reed, 35, are accused of fatally shooting John Rutledge. Powell is currently serving a 16-year prison sentence in state prison on unrelated charges.
